At least 23 House Democrats already have told constituents or hometown media that they oppose the massive healthcare overhaul touted by President Barack Obama. If Republicans offer the blanket opposition they’ve promised, Speaker Nancy Pelosi (D-Calif.) can afford to lose only 38 members of her 256-member caucus and still pass the bill.

Healthcare Bill Includes $10 Billion Earmarked For Union Retirees

Based on this Detroit News report, it sounds like at least one healthcare reform bill includes a big fat gift to the UAW:

The United Auto Workers is urging its members to back efforts in Congress to reform health care coverage, citing a provision that includes $10 billion to defray the medical costs of union members and others in reitrees.

The bill, approved by a House committee late last month, includes Section 164, a reinsurance program for retirees, according to a summary of the bill from House Speaker Nancy Pelosi's office. It sets aside $10 billion to establish a temporary reinsurance program to provide reimbursement to participating employment-based plans for part of the cost of providing health benefits to retirees age 55-64 and their families. A Senate version has nearly identical language.

The UAW says the language doesn't just apply to the UAW, but also to steelworkers and muni unions. As political favors go, that makes it a little more palatable. Still, stories like this don't help reform efforts, since opponents can latch onto them and blow them all out of proportion, even if $10 billion is pretty tiny by the standards of the healthcare system.

Employment-based plans must apply to participate and be approved, and the health care plan would reimburse participating employment-based plans for 80 percent of the cost of benefits in excess of $15,000 and under $90,000. The plans are required to use the funds to lower costs borne directly by participants and beneficiaries.

Like I said we Americans already pay over a trillion in Health Care Premiums. Cut our cost in half and get rid of the middle man reapling record profits as our insurance companies have already done. Then we can afford it.
Again Putz, you can keep paying your high price premiums and we'll go with a non profit program like the government employee's have now.

Health Insurance companies get sued for refusing to pay for things like Video Game Addiction Therapy.

First of all, why is the government fining people $750 or more for not having health insurance? It's their life and their decision. What's next, another fine for not having life insurance or maybe an advanced purchase of a grave plot?

Government is going too far. Stay out of my life and more important - stay out of my wallet.

Citizens insurance basically operates the same way in Florida - I'm paying taxes and increased insurance premiums to cover this state ran insurance company (which I'm not qualified to participate)who has high risk policy customers. Enough already.

To bad they didn't list the reason all 23 are voting against it. Massa is one who is voting against it because it isn't single payer. These would be the most amenable to changing their minds. I wonder how many of the others are. 100 will oppose it if it doesn't contain a public option so it isn't a tough choice as to whether to include a public option or not. LOL! There are enough votes to pass it with a public option and those who vote no will be denied campaign funds from Democrats all across the country. If they are going to act like Republicans, those seats might as well be filled with Republicans.

WASHINGTON – Americans would be fined up to $3,800 for failing to buy health insurance under a plan that circulated in Congress on Tuesday as divisions among Democrats undercut President Barack Obama's effort to regain traction on his health care overhaul.

As Obama talked strategy with Democratic leaders at the White House, the one idea that most appeals to his party's liberal base lost ground in Congress. Prospects for a government-run plan to compete with private insurers sank as a leading moderate Democrat said he could no longer support the idea.

The fast-moving developments put Obama in a box. As a candidate, he opposed fines to force individuals to buy health insurance, and he supported setting up a public insurance plan. On Tuesday, fellow Democrats publicly begged to differ on both ideas.

Democratic congressional leaders put on a bold front as they left the White House after their meeting with the president.

"We're re-energized; we're ready to do health care reform," said Senate Majority Leader Harry Reid of Nevada.

House Speaker Nancy Pelosi, D-Calif., insisted the public plan is still politically viable.
