Has anyone else any thoughts on this? The downs are such a lovely place I never knew something like this could happen there.

Not that I am an expert, but people with mental disorders are more likely to be victims of violence than perpetrators of it apparently. There is a historical tradition amongst penal theorists in the UK linking mental illness and crime in general. In recent times there is concern with apparent links between crime and learning disabilities. Males are more prone to genetic disabilities because they have only one X chromosome. Testosterone is believed to make them more aggressive. Arguably there is a clear genetic link between crime and being male, especially unprovoked violent crime. A complicated problem and why tough prison sentences of themselves will not deal with male violence. There has to be the right strategies on identifying learning difficulties, behavioural and psychological disorders at school, treatments for mental illness, and drugs (including alcohol). Domestic violence may still slip through as it seems that can be a cultural disorder passed on by the mere bad parenting. There is nothing better than a good school teacher IMO, to identify these problems early.
