The ghaza shore is a no go area for Palestinian boats of any size at all, and is patrolled by Israeli submarines and fast attack boats. I believe that the temporary shortage (possibly) of water in Oxfordshire is far less important than the potential conflict between the two 'cultures' who are ready for war when the presidential election is decided.
