read the article... looks like normal business competition to me.

Article states that Cyclone-4 is not environment friendly and Russia offered another... more environment firendly option.

Given the fact that russia's agencies built components and created a launchpad for Cyclone..I don't see why they would obstain from simply completing the cirle..

I "like" how the author creates the negative tone about Russia's help to brazil when their rocket exploded. Sounds like "Those bastards... how could they be the first one's to help and not give us a chance waste some time before we finally offer some help"......
