Heather Locklear was arrested on suspicion of driving under the influence of a controlled substance in the upscale Santa Barbara area, authorities said Sunday.

When you know you are drunk or under the influence of medication, you don't drive. If you make the decision to drive and you are caught - you should be arrested. Heather should be ashamed of herself. Thank God she didn't kill someone.
