I've never seen this, but i was told, there is a bar in Philippines, where this older woman in a big, flowered skirt, squats over an empty bottle with many large coins stacked on top....picks them up, and drops them, one at a time, to the beat of a song they play....lol....i don't doubt it...

No it is a ticket-able offense as long as you are not in the federal zone and that includes all water ways including beaches rivers, lakes and marinas.

And that is only if you are not selling, giving it away or string it.....
Or if there are children present
Or if you appear intoxicated

But it is not legal.....No more than it is legal in California....
