I lived in Bolivia for 13 years, until Evo came to power. I now work in Libya in the oil and gas sector, to help them the with, petro-chemistry. I dont see how Libya can help Bolivia, as they are 20 years behind the rest of the world. When Evo came to power, it knocked back Bolivia 50 years in progress.
