Because if US put its foot down, it will hurt US economy as well. Think in terms of inflation. In terms of trade deficit, think of all the products US get in exchange for the paper money it prints. If you say Chinese product are junk, are the paper money not junk? The feds are printing undisclosed amount of money to pay off its debt, which is incurred due to its budget deficit, not trade deficit. Consider US lucky that it can actually just print worthless paper to pay its debt. For any other country, its economy would have already collapsed with a 1000% inflation for doing the same thing. Clean up the budget deficit and tighten up the monetary policy first, and then get rid of the high tech ban on China. If you are to trade with someone, you need to have something others would want instead of demand people to buy your product.
