I once got a ticket in Los Angeles for running a red light on my bicycle, at 3AM, when the only other 'vehicle' on the street at the time was the cop who issued the ticket.
Anything with wheels is considered a 'vehicle', any vehicle with power other that human is considered a 'motor vehicle'. They all have to obey motor vehicle laws.
Just because he didn't cause an accident doesn't mean he couldn't or wouldn't have if he hadn't been stopped.
It's all in the realm of the officer's 'discretionary lattitude'. We can all feel sorry for the poor guy. But, on the other hand, he was acting in an irresponsible manner, with possibility of endangering other vehicular traffic.

oh,come on!$hit,your probably one of those diluted people that think pigs i mean cops are actually out there to "serve and protect"! its all in the realm of some dumbass with a badge trying to get even with the world because he was picked on in school or couldnt get none! LOL!! 90% of the cops are insecure,chicken $hit fools with a gun and a badge on a power trip screwing with regular people because real criminals scare the $hit out of them so they mess with people like this guy so they can say they done something besides hit the donut shops!

last year in the UK about 10 people were killed in accidents with electric wheelchairs, and several injured, including a woman pushed through a plate glass shop window. Those 8mph ones are a bit too fast for shopping malls.

Bless his heart. This poor guy obviously has some problems. I think DUI is a bit harsh. I understand that he had to removed for his own protection especially. Being treated at a hospital and perhaps a mental health evaluation would have served him well - not jail. How sad. He clearly needs help, and I hope he gets that.
