I once got a ticket in Los Angeles for running a red light on my bicycle, at 3AM, when the only other 'vehicle' on the street at the time was the cop who issued the ticket. Anything with wheels is considered a 'vehicle', any vehicle with power other that human is considered a 'motor vehicle'. They all have to obey motor vehicle laws. Just because he didn't cause an accident doesn't mean he couldn't or wouldn't have if he hadn't been stopped. It's all in the realm of the officer's 'discretionary lattitude'. We can all feel sorry for the poor guy. But, on the other hand, he was acting in an irresponsible manner, with possibility of endangering other vehicular traffic.

last year in the UK about 10 people were killed in accidents with electric wheelchairs, and several injured, including a woman pushed through a plate glass shop window. Those 8mph ones are a bit too fast for shopping malls.

Bless his heart. This poor guy obviously has some problems. I think DUI is a bit harsh. I understand that he had to removed for his own protection especially. Being treated at a hospital and perhaps a mental health evaluation would have served him well - not jail. How sad. He clearly needs help, and I hope he gets that.
