To abandon and neglect your child is about as low as you can go and don't deserve to be walking around free.

You must understand the child support issue. Its taken years to be put into affect the way it is now and should be.
Many families receive welfare or funds from the state to help--this is not the same as child support. I think you are confused on the states role in funding for poor families or peoples and child support.
Also if you violate the law then often you cannot leave the state let alone country depending on that violation. There are many parents in child custody cases that cannot remove that child out of state of the parent.
A person can receive child support depending on how much it is may also have to apply for state support and help from the state cause the child support is not enough.
If the person is receiving illegal funds that is up to the state to stop and believe me they will when they find out--that is fraud and will have to be paid back. But one thing no parent can do no matter what is not pay their court ordered child support--male or female or no matter what your race is.
Once you break the law there is no liberty or rights. No one in this country has rights when you go against the law. People from other countries hear stories of how wonderful America is and they get here and shocked with the rules or the laws and how things are run here. Many do not understand you cannot do what you feel like or you cannot do what you may have done in the other country.
Once you break the law you have no rights or freedoms except what the law states and you have to abide by that.That is all of us.
As for Va being racist--the law you speak of is not racist. Yes people can be very racist especially the further south you go but even that is fading as time goes by. The law is clear on child support and to inforce that law the person has to go to court otherwise no one knows and have the law inforce it. If you know someone who is illegally receiving funds then its up to you to report it. Not all case require trials and even those that do can be waived by the person who is being tried. I would not say the law is complicated but rather there is a lot of law to know. Same for anyone going to another country.
We have Civil Rights so that no one violates our human rights. But we violate our own constitutional rights when we break the law. Child support laws are to protect the children and the children only. The child cannot speak for theirself so the law has too.
