1713 kangxi, the emperor of Qing, hold the investiture, "the 5th. banchan" was entitled as "banchanerdeni".
since then "banchanerdeni" is the title of the administrator of area of tibet.
1727 Qing dynasty sent officer stationed in tibet, represent central government.
1750 Qing Dynasty abolish tibet's lord system replaced by local government, named gaxia, stipulated that
officer stationed in tibet and dalai lama multi-adminstrate tibet.
1793 Qing Dynasty promulgated <Qing ding zang nei shan hou zhang cheng> (meaning: the concluded constitution of tibet by emperor)
1904 british invade tibet from indian. tibet died,was killed countless.
there agreement between british and tibet, the local government "Gaxia". the treaty without central government's sign is illegal.
and central government refuse the treaty, no mater Qing Dynasty,GMD government and GCD government.

The Gold Medal was awarded. What happened? Nothing!

Why does Emory University (linked to Coca Cola and Jimmy Carter) promote Buddhism, when most people in Atlanta don't quite understand what Christianity means. Instead Emory University should teach the monks staying in Atlanta to learn to be as previlegeous as we are, because we can call the Creator of the Universe, FATHER.

All these maneuverings in Congress in awarding a Buddhist doesn't come from our kind heartedness or sympathy for a Buddhist monk. All is done becasue we are still at war, the cold war, with the Chinese, under the table. All these maneuverings are but sugar-coated policies for the containment of China's growth, In the end, we will find out that we have spend tax-payers' dollar very un-wisely.

Now that the Dalai Lama is an Indian citizen , he should take a page from Ghandi's ( Ahimsa of Jain origin ) and Satyagara as he took on the most powerful nation on the planet at that time instead of riots, massacre, mass killing of the 5 girls in Lhasa and the sanction murder of thousands of Chinese in corroboration with the CIA which was never the style of Ghandhi who quoted the Bhagavadgita alwasys preaching the Yoga of action, the yoga of nanya ( knowledge ) and the Yoga of Bhakti.Even in Death , his last word was Ram ( God ) . Perhaps the Dalai Lama should receive this medal for Ghandi .
