UN chief demands Syria immediately withdraw heavy weapons and troops from towns and cities

ANY TIME you DEMAND something, you HAVE to have a OR ELSE follow up or it's meaningless. The OR ELSE should be the consequences that will be imposed if the orders are not complied with and they MUST be carried out swiftly!
