UN chief demands Syria immediately withdraw heavy weapons and troops from towns and cities

U.N. deputy spokesman Eduardo del Buey said Ban is "deeply troubled" about reports from U.N. military observers that military equipment and army personnel remain in populated areas in violation of Syria's pledge to pull them out.

ANY TIME you DEMAND something, you HAVE to have a OR ELSE follow up or it's meaningless. The OR ELSE should be the consequences that will be imposed if the orders are not complied with and they MUST be carried out swiftly!
