Don't understand why this is such a problem. All we need to do is build a refinery close to the Canadian border, buy their oil and supply all the states in the north. Problem solved.

"Interested" there hasn't been a refinery build in 25 years because they are impossible to get approved. Secondly the refineries in the Southern US are running out of raw oil with Mexico & Venezuela not supplying less every year.

I believe that there are 3 in the dakotas already, my feeling (unverified) is that it's not close enough to a shipping port.
