I know a tool which can recover iPad data in two methods.
one: recover iPad data directly from iPad.
Two: Recovery data from iTunes backup.
So it does not matter whether you have do backup with your data.

if you didn't make any backup of your iPad or didn't backed up timely, you can also recover you lost data only if you get an iOS Data Recovery, it can help you get your deleted data back, you can just go and have a try.

First Connect your iPad to PC and PC must have iTunes software When you "Launch iTunes" , then system will automatically creates a backup.and your files are properly recovered If This Method does not work then follow steps given below :-Right click on iPad under "Devices" option on the window of iTunes Click on the button"Back Up".retrieve your settings only.To retrieve data like Video,apps,music,photos etc.,you have to be synchronize with iTunes software any time.or you can try to use an iPad Data Recovery software to help you, since you have no backup of it, it can help you a lot to recover iPad data instantly.

Without backup, you will have to recover deleted data from iPad directly.

Data backups always could be the best way to take back deleted data back from an iPad. But, if you do not have a data backup, it is also not as difficult as you think.
In fact, I have ever also had the similar iPad data loss problems for my careless operations and deleted many of my newly taken photos there. But, fortunately, after reading many solutions online, I had tried many data recovery software online, like Recuva, 4Card Recovery, iCare Data Recovery Free and PhotoRec, etc.
Finally, I have rescued all my needed stuffs back with success.
So, you may take chances with some data recovery tools.
