Diana, they can do it because they sit on millions in a surplus shelter account. When I worked in the House several years ago they kept some $70 million dollars in their House of Rep 'rainy day fund.' This is money that they get to spend as they choose and the Governor cannot touch.

Is there a way to find out who claims the per diem expenses during these budget meetings? Maybe I'm wrong, but $153 a day is way too steep. I say PB&J and Motel 6 for all of them until they finish their job.
