Someones got thir facts skewed - 3000ft is not max altitude for a glider - normal operating heights are 2,000-10,000 depending on weather while high altitude flights of over 20,000 are not uncommon. The world altitude record for a glider is over 45,000ft.
As for speed that depends on the glider but 65mph is normal cruising speed for a glider - the max speed for the one pictured is 100mph while more modern single seat gliders are in excess of 150mph.
