The employee is getting "free" healthcare, but having to pay for "family" / spousal coverage.
My brother and his wife both work for the State of NY and have no children and they decided to keep individual policies because the coverage was then "free", to get a family plan would have cost money and provided the same coverage as they presently have.

I have no problem with that as I know that various districts offer different benefits based upon what they believe they can afford to pay.

The problem is that many people are unwilling to see that these very generous benefits were given at a time when healthcare was very affordable.

The problem now is that people look at healthcare as a right more then a benefit and they want everything from low to no co-pays to the most advanced treatments available and they want it on their insurance. This drives the price to insure an employee up so that now the yearly premiums can be $10,000 for a family plan.

Many people with insurance balk at having to pay co-pays over even a percentage of the insurances cost.

When it comes to administrators they bargain in other things in place of the healthcare benefits. If you are covered on a spouse's plan they ask for more vacation or a larger car allowance. The administrators are not giving up anything.

The only analysis that radiates from your posts is that you are TOTALLY DEPENDENT upon a system which is a massive sink hole that is a immoral drain on hard working public sector workers who are having to foregoing saving for their own retirement to pay for yours. That needs to change now.
