Okay, it's time to be very cautious about submitting one self for medical examinations of ANY sort including the so-called no-interference ones. ALL OF THEM can be interfered with, misinterpreted bought and sold.

NEW YORK, March 9 (Reuters)- A New York Police Department whistleblower's report that his precinct was systematically under-reporting crime - an act that resulted in a suspension and time in a psychiatric ward - has been validated by an internal department investigation.

The report, completed in 2010 but not made public, comes amid growing scrutiny of the NYPD and its declining crime statistics. Those stats have helped build a narrative that New York City has become, as Mayor Michael Bloomberg likes to say, "the safest big city in America."

In September of 2009, Officer Adrian Schoolcraft of the 81st Precinct in Brooklyn met confidentially with NYPD investigators and provided evidence - including secret audio recordings he had made - that more than a dozen crime reports had been manipulated.

He charged that felonies had been downgraded, crime reports taken were never filed, and in other cases, crime victims were discouraged from filing complaints at all.

Weeks later, on Halloween night, he was taken from his apartment in handcuffs to the psychiatric ward of Jamaica Hospital, where he claimed he was held against his will for six days.

Schoolcraft had left work sick that day, after being harassed by senior officers in his precinct who had learned of his complaints, his attorney said. He filled out a sick form but failed to have it signed by his supervisor. Senior officers arrived at this apartment and encouraged him to return to work, but he refused.

"Act like a man," Schoolcraft was warned, according to attorney Jon Norinsberg. When he refused, he was declared an EDP, or emotionally disturbed person, and police transported him to Jamaica Hospital's psychiatric ward.

Schoolcraft, who remains under suspension, has filed a federal lawsuit against the department, as well as the hospital and several doctors there. A hospital spokeswoman declined to comment on the allegations, citing patient privacy laws.

Imagine that. It's NOT anything to do with ANYTHING but it's ALL THEY KNOW.

TAMPA — Tampa's domestic partnership registry — the first created in the Tampa Bay area — will open for business June 25.

In announcing the launch Thursday, Mayor Bob Buckhorn said he welcomes the opportunity "to ensure that all citizens of the city of Tampa have the same basic rights."

"This is a community that treats everyone with dignity," he said.

Approved by the City Council in April, the registry will be open to unmarried couples, gay or straight.

It recognizes the rights of registered partners to:

• Visit each other in the hospital.

• Make health care decisions for a partner who is incapacitated.

• Be notified as a family member in an emergency affecting their partner.

• Oversee funeral and burial arrangements for each other.

• Take part in the education of a partner's child.

The registry will not be limited to Tampa residents. Any unmarried couple can sign up, though both partners must do so in person at the same time.

That includes Tampa residents, people living in unincorporated Hillsborough County, those living outside Hillsborough County, even residents of other states. For example, an unmarried couple visiting for the winter could sign up and their names would be entered in the city's registry, which is a public record.

Tampa's registry will be open to couples who are 18 or older, are not married and not related by blood, who live together and consider each other as immediate family.

Starting 9 a.m. June 25, couples can go to the City Clerk's office on the third floor of Old City Hall, 315 E Kennedy Blvd. Registrants can't make an appointment to register. The proposed registration fee is $30.

Through July 6, registration will be 9 a.m. to 4 p.m. Starting July 9, registration hours will be 10 a.m. to 3 p.m.

When partners come in, they'll have to show a driver's license or other state-issued identification so their signatures can be notarized.

While the registry is open to anyone, regardless of where they live, the catch is that the registry only applies inside Tampa's city limits, according to the city attorney's office. Consequently, it might not be helpful for someone who lives outside Tampa and only seeks health care services outside the city to register in the city.

Similarly, while the idea would be for a school inside Tampa to recognize the registry and allow someone to attend a parent-teacher conference concerning the child of a partner, it wouldn't apply at a school in unincorporated Hillsborough, even though both schools are in the same district, city officials say.

Because the registry affidavit will include a declaration of a health care surrogate and allow partners to make funeral arrangements, it may supersede some provisions of other legal designations or living wills that were executed earlier.

In the same way, any living will or other designation executed after the partners sign the registry affidavit would supersede the affidavit.

As a result, the city attorney's office has said residents may want to seek independent legal counsel on issues regarding living wills and similar designations.

MIAMI — A man was shot to death when an officer spotted him chewing off the face of another man Saturday, Miami police said.
The man who was attacked, and whose name was not released, remained in intensive care Sunday.
The horror began about 2 p.m. Saturday when gunshots were heard on an off-ramp of the MacArthur Causeway. According to police sources, a roadside-assistance truck driver saw a naked man chewing on another man's face and shouted on his loudspeaker for him to back away. A woman also saw the incident and flagged down an officer.
The officer, who has not been identified, approached and, seeing what was happening, also ordered the naked man to back away. When he continued the assault, the officer shot him, police said. The attacker, whose name was also not released, did not stop after being shot. The officer continued to shoot, killing the naked man.
The other man was transported to the hospital with critical injuries.
In a text message, Javier Ortiz, spokesman for Miami police's Fraternal Order of Police, said the officer who fired the fatal shots was "a hero."
"Based on the information provided, our Miami police officer is a hero and saved a life," he said.
Investigators believe the victim may have been homeless and was on the ground when the crazed man pounced.
Police theorized the attacker might have been suffering from "cocaine psychosis," a drug-induced craze that bakes the body and often leads the affected to strip naked to try and cool off.

MIAMI — The naked man who tried to eat another man's face before he was shot dead by police was identified Monday.

The Miami Herald reported that the attacker was 31-year-old Rudy Eugene.

The man he attacked remained in extremely critical condition Sunday night at Jackson Memorial Hospital. Much of his face was gone, the skin ripped away, the nose bitten and the eyes gouged.

What remained was his goatee and little else.

"We're hoping that he pulls through, for his well-being, but also so he can tell us what happened," said Sgt. Javier Ortiz, vice president of the Miami police union. "Only he knows."

The victim still had not been officially identified Monday.

The macabre scene unfolded about 2 p.m. Saturday on the MacArthur Causeway's off-ramp to Biscayne Boulevard. A Road Ranger spotted the men and shouted on his loudspeaker for the naked attacker to back away. A woman also saw what was happening and flagged down an officer.

One witness said he was riding his bicycle on the MacArthur when he saw a man tearing off pieces of the victim's flesh with his mouth. After an officer approached, Larry Vega told WSVN-FOX7, "The guy just stood, his head up like that, with pieces of flesh in his mouth. And he growled."

The officer fired, striking the attacker, but the man kept chewing, Vega said. The officer fired again, hitting him several more times, eventually killing him.

After that, Vega said, all he saw was blood.

"It's one of the most gruesome things I've ever seen in my life in person," he told the station.

The name of the officer who fired the fatal shots was not released Monday.

Eugene left behind few clues as to what could have prompted the attack. According to court records, he married Jenny Ductant on Dec. 15, 2005, in Hollywood. The marriage ended in divorce after a little more than two years.

"I wouldn't say he had mental problem but he always felt like people was against him.… No one was for him, everyone was against him," his ex-wife told WPLG.

He had just one arrest to suggest serious violence. Miami Beach police arrested him on a battery charge when he was 16, according to the Florida Department of Law Enforcement. The charge was later dropped.

He was arrested seven other times over five years. Court records show that one was for misdemeanor battery, one was for vending near a school, one was for trespassing and four involved marijuana. The last case came in September 2009. In January, the charge was dropped.

Security video from the adjacent Miami Herald building captured snippets of Saturday's violence as the two men — one dead, the other gravely injured and wearing only a shirt — lay on the sidewalk as officers arrived.

Days later, the chatter, theories and questions continued.

An emergency room doctor at Jackson Memorial Hospital said Eugene's attack could have been induced by bath salts, a drug nicknamed after the bathroom product it resembles.

Police theorized earlier that it was "cocaine psychosis," a drug-induced craze.
