The profits they make far outstrip the cost of fixing the problem. I have seen this behavior various times over the past 30 years.

Here in Mexico we don't have enough refineries so we ship oil north and the refineries in the USA refine the oil to gas and ship it back down here And we pay way less than 3 dollars per gallon for 92 octane at 70 cents per liter and diesel is under 60 cents per liter
