Don't believe everything you read. Latino constituents were never that powerful, otherwise Gumby would not have succeeded Davis in the election.
They may have not been so powerful, but that did not stop Davis from pandering to them. It might have been the power was with the reconquista legislators to force Davis to bend to their will. BTW, it was several radio station host that called him Gumby and I never hard Belushi call Arnold that, but I am not so into celebrities.

Illegal immigrants in California have increased in number by at least 50 percent, and possibly as much as 200 percent, since 1994. "LA MORDIDA", translation "the bite" is the term used for a bribe in this country. It is the traditional and customary way of getting things done. The bureaucrat who does your bidding takes a bite out of the cost of completing your objective. Mexican reformers are trying to change this condition with little success. It is so institutionalized that it could take decades before the situation changes appreciably. Bribing a cop, a judge or a permit agent is not the exclusive domain of Mexico. News stories about bribery scandals in the United States are not uncommon but in Mexico it is a way of life instead of an aberration in the system.

Honkies flooded the South West, when area belonged to Mexico in 1840's. Isn't it time for Mexican's (mostly descendants of original population, living here since 20, 000 BCE) to enjoy freedom of travel in pursuit of happiness?
