Ark. lottery panel takes new look at police power

it was thrown away, now belong to owner of public business that provided the trash can.i think all three should split it

We have enough different police agencies in Arkansas. Let the State Police do their jobs and let the lottery security folks do theirs.

Duplication of function only increases costs and decreases efficiency.

The woman who dug it out of the trash needed it way worse than the woman who threw it away!!!!
Everyday I see beautiful things that people just chunk. The things never hurt no one they are just unwanted.
It makes me sad to come across an Elmo someone just discarded, so I give all the unwanted things a home.
I think this should teach you garbage dumpers to keep your stuff and quit polluting the world!

since, the ticket was already thrown away,then its already a property of the public. the girl can no longer claim that its hers.

When/if the courts decide in favor of the woman that threw the ticket in the trash, this will only comfirm that this world is ok for people to be really stupid. Seriously, what did her opening defense statement sound like? "I didnt mean to be that stupid?" Really can anyone honestly tell me they can not figure out if a scratch-off ticket is a jackpot winner? However, if you honestly cannot figure that out, then do you really think you should be playing a game that "complex"?
