Are contractors working in the city required to be registered and insured?
'Course this was probably a fixem-up-as best-you-can job like most of the houses in town. Many buyers only sees the new paint and carpet.

The Housing Inspector better check the wiring too! and any other houses this "shoddy worker" worked on.

I found a guy out of one of those local papers.(i'm trying not to mention names.) He never got a permit, never dug footers, laid the worst cocrete ever, and it took him 6 mo to do a 2 wk job. If they find out the builder's first name is Steve, I would be intereted in helping any way I can. Yes I did report this guy to the BBB, but after you make a claim w/them and that claim is resolved, they will not accept another claim about the same guy.

You may as well notify your local drug dealer of an infraction, rather than the BBB. Those cushy job people simply take information and nothing is ever done.

problems may not manifest themselves overnight. Just off the top of my head, failed fasteners, weak/deteriorating brick, and ledger board failure, or some combination of the three could cause the problem. Without inspecting the deck, and knowing how old it and the dwelling was, it's difficult to point fingers intelligently.
Sometimes a minor detail missed by a contractor or a building inspector can lead to structural failure over many years. I've inspected and repaired many jobs that probably looked great 20 or 30 years ago when new.
