UKIAH, Nov. 8, 2000. Mendocino County voters approved Measure G, a resolution calling for the decriminalization of personal use and cultivation of marijuana, by a vote of 58-42%.

Organizers, led by the Mendocino Green Party and supported by California NORML, submitted over twice the 2,800 signatures needed to qualify for the ballot.

Entitled the "Personal Use of Marijuana Initiative", Measure G

Instructs the county government to support all efforts toward the decriminalization of marijuana;
Directs law enforcement not to arrest or prosecute individuals for personal use marijuana violations involving possession, transportation or cultivation of 25 plants or fewer;
Provides for the continued enforcement of marijuana laws against those who cultivate, transport and possess marijuana for sale.
Because it does not change state law, Measure G is essentially an advisory resolution.

California NORML has endorsed Measure G as a welcome step towards protecting personal freedom and reducing the costs of marijuana enforcement. "The current marijuana laws promote crime by making personal use cultivation a felony," argues Cal. NORML coordinator Dale Gieringer. "The result is to push otherwise law-abiding, responsible adult users into the hands of criminal street dealers and smugglers. By decriminalizing personal use cultivation, we can undercut the criminal market. This policy has been successfully adopted by states in Australia, where it has been shown to reduce the costs of enforcement without increasing drug abuse."

Mendocino, a scenic, sparsely populated county in Northern California's marijuana-growing "Emerald Triangle," has been the scene of growing dissatisfaction with the war on pot. Both the sheriff and district attorney have voiced support for marijuana decriminalization.

Claims have been advanced asserting smoked marijuana has a value in treating various medical conditions. Some have argued that herbal marijuana is a safe and effective medication and that it should be made available to people who suffer from a number of ailments upon a doctor's recommendation, even though it is not an approved drug.
Marijuana is listed in schedule I of the Controlled Substances Act (CSA), the most restrictive schedule. The Drug Enforcement Administration (DEA), which administers the CSA, continues to support that placement and FDA concurred because marijuana met the three criteria for placement in Schedule I under 21 U.S.C. 812(b)(1)(e.g., marijuana has a high potential for abuse, has no currently accepted medical use in treatment in the United States, and has a lack of accepted safety for use under medical supervision). Furthermore, there is currently sound evidence that smoked marijuana is harmful. A past evaluation by several Department of Health and Human Services (HHS) agencies, including the Food and Drug Administration (FDA), Substance Abuse and Mental Health Services Administration (SAMHSA) and National Institute for Drug Abuse (NIDA), concluded that no sound scientific studies supported medical use of marijuana for treatment in the United States, and no animal or human data supported the safety or efficacy of marijuana for general medical use. There are alternative FDA-approved medications in existence for treatment of many of the proposed uses of smoked marijuana.

Time and over again, debates have been raised against the link between drug abuse and Schizophrenia. A recent study done by scientists at North Shore University // has found out that use of marijuana could infact aggravate genetic vulnerability to schizophrenia.

Schizophrenia is a form of mental disorder that usually appears in late adolescence in males. On the contrary, females tend to develop schizophrenia later, in their mid-20s and beyond possibly due to environmental damage. Very less was known about whether the condition itself predisposes the affected individual to resort to drug abuse.

Several images of the brain were obtained from four different classes of individuals involved in the study. This included teenage marijuana smokers who used the drug daily for at least one year, adolescent schizophrenia patients who didn't smoke marijuana, schizophrenia patients who regularly used marijuana regularly and healthy, non-smoking individuals. The study was limited to the male population.

How many major industrialized nations do you think would approve a drug that can CAUSE schizophrenia? Wouldn't it have shown up in clinical trials?

It's legal in Canada and Britain. It's APPROVED for clinical trials here.

And ALL it is is pot juice. Basically, it's a tincture.

There is a topical spray, SATIVEX, running trials in the UK. and pain management patients dont smoke it they eat it.

Are you suggesting we go back to the old medicine tinctures? That would be great!

No, but if the federal govt would allow testing on the benefits of INGESTED cannabis, those agencies would change their stance on marijuana as a medicine. right now, they don't endorse smoked marijuana as medicine, not because it is ill effective, but because of the possible negative results of long term smoking. But if you check with the federal patients, see if they are suffering any long term negative results, it could make a difference.

You Yes on BS people are the paranoid ones. You spread your lies all the time and believe everything you hear. If things were even close to as bad as you "make up" we would have lots of murders and rapes and mexican mafia running Mendocino. This is simply not the case. We do have a bunch of people trying to tell everyone what to do though because they don't like the smell. If you think smoking pot or even growing a few plants in this county is a criminal offense that we need to waste our counties money on then you need to move to somewhere "safe" such as Utah or Montana.

NO ON B!!! It takes away personal use and does nothing to get rid of the "BIG GROWS".

I am all for Measure B. I do not get high. As for Russ's one plant (his "grow"), big deal. I have no problem with someone growing a plant and smoking it. I do have a problem with growing for sale, which has created a multi-billion dollar black market in Mendocino, along with crime and corruption. And a bit of sarcasm can actually help the argument, dig it cat-daddy?
