Only gardens of 25 plants or less were deemed "lowest priority" by measure G. Commercial grows are still supposed to be a priority; get your facts straight. So again I ask: how is targeting the growers doing 25 plants or less going to do anything to fix these problems? I have yet to see a real answer to this question.
Wrong.

See the below sections? It starts with intent to spearhead IMMEDIATE DECRIMINALIZATION at the state and federal level. Then it sets a LOW PRIORITY for enforcement and prosecution of MJ laws (notice, no mention of 25 plants or exempting any MJ law). Then it mandates that NO ARREST for 25 or less plants. Got the scheme? Low priority for all MJ laws, no arrest for less than 25 plants. You get your facts straight.

Sec. 9.36.030 Decriminalization of Cannabis in California.
It is the desire of the people of Mendocino County that the cultivation for personal use of Cannabis be decriminalized in California. In this context, the Board of Supervisors is directed to lobby State and Federal governments for the immediate decriminalization of the persons use of Cannabis, specifically by repealing Sections 11357 (possession), 11358 (transportation), and 11359 (cultivation), of the California Health and Safety Code. The people also urge the Sheriff and District Attorney to publicly support such decriminalization.(Measure G-2000, passed Nov. 7, 2000.)

Sec. 9.36.040 Law Enforcement Priority of Cannabis.
Through its budgetary authority, the Mendocino County Board of Supervisors shall seek to ensure that the Sheriff’s Office and the District Attorney give lowest priority to the enforcement and prosecution of marijuana laws.(Measure G-2000, passed Nov. 7, 2000.)

Sec. 9.36.050 Sheriff Office Arrests and Citations.
The Board of Supervisors shall use its budgetary authority to ensure that the Sheriff’s Office makes no arrests and issues no citations for violations of the above State Health and Safety Code Sections in any single case involving twenty-five (25) or fewer adult flowering female marijuana plant or the equivalent in dried marijuana.(Measure G-2000, passed Nov. 7, 2000.)

Well, for one easy answer, any pot grows that are spotted from the air will not be 6 plants. Unless they get 12 ft high. So any hot green spots will be fair game.
