Maybe he bought his meth with money he made selling meth in the past. Maybe he's part of a large network of meth dealers on the coast. Why go to LA for meth, probably the same reason they come here for mj, it's a lot cheaper and a lot more abundant! Guaranteed the meth dealers on the coast are scared if he rolls on them, just like someone rolled on him. This could lead to more arrests hopefully.

He was probably a refugee from the 10,000 plant bust last week. With no green card the dude's gotta make a living somehow.
