This entire case is a deep failure of law enforcement, and the courts on various levels.

There needs to be some investigation by Federal Authorities, and the BCA, on just what went on here. Someone needs to answer why this case was not given to the BCA cold case unit. There are qualified people there, that work hard. Denise Betchold comes to mind.

The first thing that maybe the BCA and FBI need to look at is why this is the ONLY cold case the Ramsey County Sheriff's Office is investigating. How this unit was created, and to look at any crimes committed during this investigation. Destruction of evidence, witness tampering, fabrication of evidence, fabrication of testimony, etc.

The Conduct of one Bill Snyder needs to be carefully examined. Considering that Bill Snyder has ZERO experience in investigating homicides, or accidental deaths, or manslaughter cases, and there is no current investigation going on with this so called cold case unit. Why was this case not given to professional, experienced investigators at the BCA?

The Conduct, and statements by Ken Collins needs to be carefully investigated. Disappearing guns, evidence, DNA, his conduct, and statements are highly suspect. Making false statements to the BCA about where the gun ended up.

Maybe someone needs to ask Ken Collins and one of his former SGT's about their little gun sales at the Mccarrons Armory in Roseville, before he was knocked from Police Chief, back to Patrol Sgt, after being caught double dipping. Working two jobs at once, and then having the Ramsey County Attorney's Office drop felony charges, letting him retire with his pension, and whatever cash he made from cleaning out the evidence property room.

If jurors had had some evidence from the gun, some DNA or the gunshot residue, they could have convicted Foster, Tom said.

Good Work Ken Collins, for stealing the one piece of evidence that maybe a jury needed.

The Winn family was mislead by the Sheriff's Department, and would have been better served by an intense investigation from the BCA.

Then there is WHAT IF? WHAT IF Aaron Foster is innocent, and she did shoot herself?

The Case is over, the Jury has made a decision, it's time to leave the Jury alone, the one group here that really is not to blame at all. They had to follow the law. The Jury seemed to be the only people that did follow the law.

If this is what the public can continue to expect from dishonest services from various law enforcement agencies, the courts, and everyone involved in the process, how is the public supposed to have any faith in the system at all?

When everyone from the Maplewood Police, to the Ramsey County Sheriff's department committ crimes, lie, steal, fabricate evidence, destroy evidence, what kind of Court of Law or Justice System allows this kind of manipulation of evidence, or testimony?

This case has turned into a FIASCO. You hear the stories of the other FIASCO's being hidden in the Ramsey County Courts.

Everyday the Probation FIASCO in Ramsey County continues.

When text is capitalized, that's the same as shouting. Shouting is a poor substitute for a reasoned comment. You have some severe issues, my friend, far beyond this one crime. Either run for office, take your "facts" to a reporter, or chill out.

You must always convict based on evidence. In this case police mishandling created a lack of evidence. While I feel he is guilty, I can not say that with 100% certainty.

Aaron Foster and Bill Finney should also make complaints with the Twin Cities News Council on the biased reporting from the Pioneer Press.

Bill Finney has constantly been a victim of Character Assassination. Especially by the Pioneer Press, with headlines like FINNEY PAL INDICTED.

I did not see FINNEY PALL AQUITTED on the front page after the trial.

Bill Finney should lodge a complaint with the News Council, and maybe the FBI and BCA should look at just what kind of close relationship some of these reporters have with the Ramsey County Sheriff's Department, and if any of these reporters are in collusion with not reporting crimes, or information of crimes, or are involved in serious felony Crimes with the Ramsey County Sheriff's Department.

The Stories that come out of the Pioneer Press are PR Spin for a very troubled Law Enforcement organization involved in very serious criminal activity. Maybe someone needs to make a case to the news council, and to Corporate office about this kind of activity at the Pioneer Press. Should Reporters be helping, writing stories that spin a PR shield around people involved in serious felony level crimes? Why are so many reporters involved in helping cover up, or spin away serious criminal activity at the Ramsey County Sheriff's Office?

You see a group of reporters at the Pioneer Press trying to cover up the story, spin it away, and writing obviously blatant biased stories.

On the other hand, you see the Star Tribune writing unbiased investigative stories, putting the facts, and truth, unbiased out for the public.

Aaron Foster has a civil case here, and Bill Finney also could have civil cases against the Pioneer Press. Aaron Foster should explore legal action against several people in Law Enforcement, and the County Attorney's office for this Fiasco.

Taking the facts to a reporter is a waste of time. Everyone knows that one of the reporters writing these stories is one of the countless people that the Sheriff had one of his countless affairs with.

Luckily the Pioneer Presses circulation is going down the tubes, you pick up the paper, and it's practically empty. The classified are smaller and smaller, they have declining revenue with advertising, and hopefully in the future, the Newspaper will be shut down, and we won't have to read the type of reporting that passes for a investigative news story in St.Paul.

The Pionneer Press is smaller these days then a community Newspaper, and the reporting is far worse. You get a better unbiased product from University, or Community newspapers.

The reality is this, with the internet, access to court records, criminal convictions, and with police departments going online with information, papers like the Pioneer Press are a thing of the past. Most people can see through this kind of reporting, this is how a Newspaper is run in the Deep South, or in Crooked counties of Louisanna, or Arkansas. Most informed people shake their heads at the stories being produced by the Pioneer Press on Politics, the Sheriff's Department, and on the quality of News in General.

People that still buy newspapers, they buy the other Paper, the Star Tribune.

This should have all been resolved 27 years ago in the INITIAL trial. Why did Sheriff Bob Fletcher even bring this up anyway - oh because Finney was so close to winning the recent Sheriff election.

I hope Bob Fletcher feels real great wasting so much more tax paying dollars and putting the Winn family through more trauma.

I hope Maplewood PD is real proud of their shoddy police work - they are the ones who messed up the evidence.

Based on juror comments, maybe Foster would have been convicted by a civil jury based on perponderence of evidence. Hope the victim's family is thinking of possible options.

I was at court when the verdict was read. I am not a family member from either side. No body had a chance to intimidate the jurors. The family left before the jurors did. The jurors were still sitting when they all left. The family members were crying out loud and one lady shouted that Foster will kill again. One of Fosters family members said "we are through dealing with this mother f-----g b------t" in the courtroom. There was a ruccus in the hallway but as far as I could tell it was a few of the family members who left the court room to vent their anger about the verdict in the hallway instead of in front of the jury. I do not know how the jury could have expected them to act any differently especially after reading this article. I don't know if I could have been as restrained as the family was after the verdict. The jury admits they believe Ms. Winn was murdered but let him go anyways. The outcome of this trial is a joke and I don't know how those jurors could do this to that family.

This is the same county that just gave the guy who killed the cat a felony conviction for animal cruelty. The only witness was the girlfriend who actually didn't see him hurt the cat. And she said he wouldn't hurt a baby or a cat, he wasn't like that. And then we have a guy on trial for killing his girlfriend, the jury felt he was guilty and he walks. INCREDIBLE! What a justice system.

I worked side by side with Foster at the City of Saint Paul.

There is no question in my mind that he did it.

He is free now to go back working for the city and continue to steal, intimidate and cheat the City of Saint Paul, it's citizens and employees.

I think the jury is trying to have its cake and eat it too. If they really believe that he did it then they should have found him guilty.

If they really believed that there was "a shadow of a doubt" then they should have acquitted him without all this malarkey about believing that he really did it but oh boo, hoo, hoo we couldn't convict him on the evidence presented.

This wishy washy stance of theirs is an insult to all.

Believing that someone is guilty and being able to prove that someone is guilty are two separate things.
