I would guess at least half the incompetence on the failed system is still employed by the state and waiting to lead the next one into the foggy abyss as well. The nice thing about contractors is they can take all the blame once you cut them loose.

Just wondering why ACS was terminated when they were praised in a report and in testimony to the legislature for their work on the Healthmatch project? Also wondering why the Department responsible for Healthmatch hired a rival company, who could compete for the business, to assess ACS's ability to successfully complete the project? Just wondering if that is a major conflict that should be looked into?
If the legislature thinks that the DNR spending close to $400,000 in taxpayer money for a party is questionable, this taxpayer thinks that the Department responsible for wasting 8 million taxpayer dollars deserves some serious scrutiny.

So the State had nothing to do with the failure and it was all the fault of the contractor - how convenient. Wonder what ACS' side of the story is?
