It was only considered a ruse because the article in the economist was unverifiable. If you check verifiable information like census info you will see that graduation rates and educational levels correlate almost identically to the list published in the economist. The eight states with the lowest graduation rates and the lowest education levels were all red in the last 2 elections. The red way is to call anything reds don't like a ruse. i.e. "tobacco does not cause cancer"
