One very important missing fact: while a road, for example, may have some justification for condemning a specific property, there is no specific water or water right to condemn, making this process ripe for abuse. Further, only in 1994 (HB1020) did the city jurisdiction get expanded to provide for condemnation of water throughout an entire watershed. This means the rich cities can condemn the water from smaller cities and rural communities, people with no vote or voice with those condemning. Such despotic power circumvents all water planning, which the legislature and governor have supported very strongly, and eliminates all security and potential economic growth for rural communities. The recent events with Wall Street have brought to the fore the need for us all to be more self supporting, and this includes the ability to feed ourselves. The municipal ability to condemn water, for speculative purposes, risks our food security, and hope of creating sustainable communities.

Electricity to pump future water may be a problem in the near future.
