BREAKING NEWS: Escaped murder suspect arrested in Texas

A teenage murder suspect who escaped on Valentine's Day from San Mateo County's juvenile lock-up center has been arrested in Texas, authorities said today.
A teenage murder suspect who escaped on Valentine's Day from San Mateo County's juvenile lock-up center has been arrested in Texas, authorities said today. <br/> <br/>Josue Raul Orozco was arrested at about 5:50 p.m. on Wednesday by the San Antonio Police Department's tactical response and gang unit, according to the San Mateo County Sheriff's Department. <br/> <br/>Officials said he was booked into the Bexar County Jail under the name "Jesus Contreras," an alias he had used while in Texas. <br/> <br/>"I am proud of the tireless and professional work done by the Sheriff's Office Detective Bureau to bring this investigation to a successful conclusion," Sheriff Greg Munks said in a statement. <br/> <br/>"My thanks also go out to the men and women of the San Antonio Police Department who did an outstanding job in effecting the arrest of Orozco." <br/> <br/>Orozco, the youngest person ever to be charged as an adult for murder in the county, was 17 when he escaped from the Youth Services Center in the San Mateo Highlands area on Feb. 14. <br/> <br/>He was 14 when he allegedly shot a rival gang member in the head. <br/> <br/>With a boost from two fellow inmates, Orozco grabbed a low-placed light on an outside recreation wall and pulled back overhead netting to jump over the 15-foot barrier, officials said. <br/> <br/>The escape prompted county supervisors to launch an outside investigation, which found two employees who were supposed to be watching Orozco were distracted while he escaped. <br/> <br/>E-mail Shaun Bishop at sbishop@dailynewsgroup.com. <br/>

The Probation and Sheriff's Department were saved by the Texas police. They had no idea where this guy was. Keystone Cops!!

Chief of Probation, Loren Buddress recently asked for more money for "staff training", but the problem with the YSC, Camp Kemp (girls camp), and Camp Glenwood (boys camp) is mismanagement. Loren Buddress' leadership (or lack of) is plagued with nepotism, racism, incompetent managers/management, sexual favors, abuse of power, age discrimination, retaliation, intimidation, segregation, lies, and coverups.
Staff are hired and promoted on the basis of who they know and who they are sleeping with. Staff that are well educated (even master's degree level) and years of experience are passed over for promotion and leadership roles. No one speaks up for fear of retaliation and or being fired.
The probation department is very good in coverups and protecting its managers. They simply move them around. In some cases, they would label the inmate/staff as "problematic."
An INDEPENDENT investigation will be required to get to the real problems with the probation dept. Unfortunately, employees would not coorporate for fear of retaliation. Too much tax payers' money are being wasted on unnecessary overtime and wrong scheduling of staff.
The public needs to put pressure on the elected officials to find out what is going on. If they really want to know what is going on, they should talk to the staff from the bottom to the top because management has the habit of painting rosy pictures to cover themselves.

Kudos to the gang unit for their dissemination of information, but that honed skill can't just be in lieu of identifying our other gang problems. But Wait!!

Surely, the San Mateo County Sheriff's Department could honor the San Antonio and Bexar County law enforcement authorities for their hard work in arresting Josue Raul "Ojitos" Orozco, a sureno, by conducting proactive monthly sweeps of gangs.

If Sheriff Munks' and Lt. Ray Lunny's Gang Unit are so good in coordinating information nationally, don't you think it is time they coordinate more gang sweeps in our unincorporated areas such as Fair Oaks and notifying gang members if they are part of a criminal street gang, their associations will be curb under the 186.22 PC sections? Who knows, the Sheriff may find a San Antonio fugitive and make our streets safer.

The shooter, Ricardo Garcia allegedly belongs to a Sureño gang while the victim, Solomone Zarate, may be a norteno or some other wannabe. The sheriff's gang departments should know (most confusion is unacceptable in community policing) if they are really proactive in gathering "who's who" in the world of gangs. How did this get passed them - the gang files should be updated and correlated and the sheriff should intensify their effort at obtaining intelligence and "what is going down" activity. It is also time to thin out the gangs, the criminal elements, and the illegal immigrants! Those sweeps create "let's make a deal" information that would throw the criminals off balance and then you can improve community protection. Lets orchestrate a USMS, FBI, ICE, parole, probation and police team out there and send a tone that "its a new day."

It also seems to me the Sheriff is remiss in not identifying illegal immigrates that are gang members or "wannabe's" and could be proactive by seeing that they are removed from our community and turned over to Immigration and Customs enforcement.

How many murders serious assaults and robberies do you have pending in Fair Oaks or spilled over into Redwood City at this time? At least 3 murders in one "sitting" so it is time to get up and "shake the tree" and I bet you'll get more than dead leaves and acorns!

For those that want a good analysis of criminal street gangs:

Criminal street gang means any ongoing organization, association or group of three or more persons, whether formal or informal, having as one of its primary activities the commission of [crime list.] Active participation means that the person (1) must have a current relationship with the criminal street gang that is more than in name only, passive, inactive or purely technical, and (2) must devote all, or a substantial part a [his][her] time or efforts to the criminal street gang."
"In order to prove this crime [a gang crime], each of the following elements must be proved: 1. A person actively and currently participated in a criminal street gang; 2. The members of that gang engaged in or have engaged in a pattern of criminal gang activity; 3. That person knew that the gang members engaged in or have engaged in a pattern of criminal gang activity; and 4. That the person aided and abetted member[s] of that gang in committing the crime[s]."

Anything on AMW is because of a concerted effort by local law enforcement and local interests to bring it to national attention and kudos anyway to Sheriff Munks and his staff even if I am at odds with him on some matters. That is the same as the most wanted list by the FBI, US Marshall's Service and public interest.

I know this person personally and im pretty sure the news has this fu~~ed up. He was a norteno from fair oaks and he definately wasnt found in texas he turned himself in stupid asses
