Those "rogue phones" are reentering the country via CTIA (Consolidated Telecommunications of America). These used cell phones are donated to the families at risk/seniors etc.at the rate of 4,000,000 per year. CTIA has been aware of the solution to the accidentlly/unintentional striking of the auto 911 key as well as the "re-dial" key for over 5 years. This solution has been presented to FCC in Feb of 03 as well as all the national 911 associations ie APCO/NENA etc. and has been in dozens of articles nationwide...too no avail! It is a simple "peel and stick" rubber O ring to protect the accidental activation of the 9 and redial key....all for under a $1 wholesale to the 911 bureaucracies. It has been used in a Pilot Program in Pinellas County to be handed out free to its citizens (30,000 button guards)...the results were stunning, over 20% drop in the number accidental 911 calls in just 8 weeks. However the program was abruptly cancelled...why? Because the 911 staff are paid overtime and budget increases by the # of distress calls they receive. The "button guards" actually gave the dispatchers more time (less calls) for "real" emergencies.
