That's fair; I emphatically condemn his actions and think he got off cheap by merely resigning.
Moreover, I'm not going to try to explain it, because there is no excuse. He knew the law and he broke it. All that trying to offer explanations would do is to indicate that there is some way in which his behavior could be considered remotely acceptable.
