Dackman is one of the worst people in the world. Flipper, Slumlord and Ground Rent Thug. He has cost the city millions over the past years by letting his bad homes fall apart. His ilk should not be allowed to live.

These ground rent scumbags are sore losers. They won;t admit that the only reason they EVEr invested in ground rent was to eventually take the person home from them throuhg some bizarre legal loophole that they were good at exploiting. That loophole has been closed and these "investments" don't net them huge profits anymore, only marginal tax profits. Boo hoo greedy scumbags, now you only get a few bucks a year! Too bad, you knew you were exploiting people and the system. Now go rot and die.

Hey GOP mouthpieces...You lost! What the hell does ground rent reform have to do with O'Malley?

These "investors" should not be allowed to charge what is basically usury, on a $200 a year ground rent.$15,000? Please...abuse if i ever saw it

This is exactly what should not be allowed. Predatory "investing." No risk for these investors, therefore their profits, if any, should be minimal. They take on NO RISK!!!!

The 23-year-old, who bought her Broening Manor rowhouse when she was 18 with cash from a lead paint settlement, went to court on Valentine's Day. A ground rent owner was threatening to take her house over just under $300 in overdue ground rent."

Please, spare me the violins. Delinquent ground rents before? What ever happened to owning the property that your home sits on? That's what happens in the rest of the state. How these thugs can take someones home over $24 in unpaid 'ground' rent is rediculous. How the courts have allowed this to happen over the years is equally as rediculous. The whole system should be thrown out. The current owners of said rents compensated by the state and the owners of the homes where these rents are should own the ground it sits on. It's that simple. How would you feel if you didn't know you had a rent on a property. Then find out by a sherrif that you have to leave your own home which you paid the mortgage on, etc. Over a ground rent owner's inability to even attempt to contact the property owner. It's real easy. Just go to the damn property to see them and make the arrangements. If they are hostile, then you go to court. Not before. It's real simple. Courts should demand at least that level of contact before these things are even filed.

Ground rent owners are cockroaches so they deserve no empathy or sympathy for anyone. The bottom line is these blood suckers got into this line of business to try to steal property pennies on the dollar and now that their scum bag scheme is up they find another scum bag law firm to represent them. Ground rent owners contrinute NOTHING to the economy or to society so if their fake investments are now worthless WHO CARES !!!!

The Statue that sits in front of the court house has a scale, which indicates balance. The system needed reform. I had a ground rent on my house, the ground rent company never sent a bill to my house and they were never notified that I purchased the house and assumed the ground rent. The previous owners were nice enough to send me the bill when it came to them. I had to contact the business and change everything to my name. After I sold the property, I got a bill that should have went to the new owner's and it was like pulling teeth to get them to change the information to the new property owner. It is their responsibility to know who owes them money and make a good faith effort to collect it, but they don't because they can take a $200K at the time and sell it for $170K because they can.

The Baltimore Sun did an excellent job with this series. It was very infomrative and I know it was alot of research and leg work. Now, many our neediest citizens will be able to have the same due process that the ground rent landlords had.

I am glad that ground rent owners are "exasperated" and "suffer in silence"...They are crooks that are getting money for nothing, holding up the process of Baltimore City becoming a full fledged urban oasis, due to the crookery of a useless, outdated, outmoded, feudal policy that should have been ended long ago.

It is insane to believe that a home worth thousands and hundreds of thousands of dollars, can be "stolen" for paltry sums of money. It is time these leaches earned their money like everyone else...Maybe they can take their earnings, and invest in BGE, they would seem to be in like company!

Since everyone agrees that ground rents are no longer acceptable, why not have all owners of ground rents register them with the state. Then include the redemption of the ground rent on the next sale. That way the new owners would own the land and house and the expense would be added to their mortgage payments. Or we could just set a date for all ground rents to be redempted and be done with them.

If the story were covering O'Mally's government it could have just as easily read: "O'Mally's government was threatening to take her house over just under $300 in overdue property taxes." If it's fine for the government to take your property and sell it due to overdue payments why is it not OK for the person who is owed rent? One f the major differences is that the government takes that money and wasted most of it on vote buying schemes. The land owner took a risk and is charging rent for his income.

Anyone that is stupid enough not to do a title search before buying a house gets what is coming to him. OWE'Malleys's "reforms" merely shifts the costs to the taxpayers, who shopuld not be responsible for other people's poor financial choices.(just like the ARM buyout.)

Great, now when people dont want to pay their bills, they just cry to the government. You have to pay your BGE bill, phone bill, cable bill etc why not a small ground rent? Personally, I'd pay a bill which could result in me losing the house but that is just me. Stop the abuses on the ownership side and PAY YOUR BILLS on the other and everything works out.

Mr. Ed, I completely agree. Dackman is a scumbag slumlord that sits back and allows properties to fester with rats, junkies, and trash, holding back the progress of the surrounding neighborhood. He probably owns at least 20 properties in my neighborhood and maybe one of them is suitable for habitation. Jay, you're what's wrong with this city. You take adavantage of outdated sytem to ruin lives and destroy neighborhoods. I hope one day you will get what's coming to you.
