It's a viable concept but I wouldn't expect an enourmous ammount of success. Countries like Haiti or Liberia haven't overwhelmed the world with their vital economies.
Personally, I think you're being a bit simple about finance Who exactly is going to be extending loans to your brethren? The closest example of what you seem to be concieving is probably the system in place in many arabic countries. They aren't known for having very robust economies either. They just have temporary wealth from oil and it is mostly spent on wars and aristocratic trappings for the Westerners who come to visit.
Your hypothetical nation will have to have enough nationalism and honor to not allow itself to be sold off to the weapons merchants. For the most part, I don't trust any young nation to hold the line there.

In order to accumulate capital, one has to protect existing capital. As is, Africa is being pillaged for resources. As an example, the De Beers diamond mines earn earn 6.5 billion American dollars a year as of 2005.

African governments are taking their cut but I seriously doubt that the public ever sees any of that bounty. The only thing holding back exploitation is the general political instability of the region.
The local governments COULD cooperate and use their resources and wealth to improve the infrastructure of their countries but why don't they?
Culture.
The people aren't living in the neolithic. They simply have to modernize and that will mean change.
Given the nature of the world, what would you invest in? The answer is fairly simple. Invest in things that can't be stolen for profit. Invest in irrigation and schools and let people who are interested in the financial well being of De Beers do the police work, just make sure that you can kick them out if they get out of control.
Until SOMEONE actually brings the warlords under control, these countries will continually be dragged back into the past.
Consider Japan's history if you want to see a good example of a colonial territory moving to embrace change and keep control of their own destiny.(Just don't create a global war as part of your Coming-out party!)
