This was a waiting game war that's been going on for decades, and the Mexicans knew that if they sat on their a-s-s-es long enough, that their gringo brethren to the North would eventually grow tired of stinky poluted beaches caused by all of their digusting bean-laden "floaters". Looks like frick'n Mexico prevailed. Real nice.... we take care of their illegal immigrants and their country's sewage infrastructure that they won't repair themselves!

Because the government of mexico from the federal level, down to the local government in Tijuana have decided that it is OK for raw sewage to enter the United States and to pollute the environment to the north, as it is no longer their problem. What great neighbors to the south. Just like how they have chosen not to make the reforms that would grow their economy and decrease the amount of illegal aliens they send north, as they have become so dependent on this human release to reduce political instability and to increase foreign capital entering their weak economy.
Rather we pay to clean the raw sewage they send north into the United States on the Tijuana River. Lets start sending them the bill, and if they don't pay, lets start having those citizens who come north pay it on their countries behalf. Bet their tune would change real quick.

Mexico is incapable of self-rule, and the USA patronizing that country constantly is not making things better. We're having to provide them free hospitals, schools, now sewage treatment, all things they should be doing for themselves.

Jesus, you guys are really stupid!! Can't read, I see. Well, the treatment plant is the US's responsibility as a result of water agreements and treaty agreements between the US and Mexico. It has nothing to do with "dumping" across the border. It is the way it is! It's the way the US wants it!
The failure of the Imperial Beach treatment plant from time to time is what pollutes their beach.
Get over it.

Yeah, the police did a search (tipped off?) and found marijuana being packaged for shipment north (did you think 90 billion $$$ of drugs comes across on someone's back?).
