Calif. bill aims to minimize oil spill damage

That's scandalous. I had no idea there was so much spillage. Sounds like a good plan.

My only criticism is that they - Sacramento - waited so long.

This is just another 'feel-good' attempt by the California democrats and is a knee-jerk reaction to the spill in the gulf. What will happen is that no bill will be passed because minor spill like this are a normal part of vessel to vessel transfers and are regularly cleaned up - not at all different than spilling a little fuel from the nozzle at your friendly neighborhood gas station.
What it will take is a massive spill, similar to what the California Coast off of Santa Barbara experienced in the late '60's - count on the Enviro-jerks to ensure via industrial sabotage that this occurs soon.
This will serve the purposes of the Supreme Comrade O'Bummer nicely and - as old guy said - provide photo ops of an 'Angry' O'Bummer.
You know; he goes to the Gulf Coast and does the same posturing Bush did after Katrina.
Methinks public anguish regarding Washington's inability to 'fix the problem' and 'restore the infrastructure' will be the same - or more. O'Bummer's got more visibility; more opportunities to get hit by 'rocks' in the form of angry words from the populace.
If he was smart, he'd pull a Jimmy Carter and stay in his office. He's already ensured that he won't get a 2nd term to further our nation's slide into poverty.

It's good to hear a bill was proposed before an incident, not after the incident as in a "Me too" bill.

I would be interesting to know the science and accounting behind this bill. How effective is pre-deploying booms and what is the cost impact.
