Tale of two red-light citations in Palm Coast

Only Ann Paris and Scott Hunter appeared Monday during the monthly hearing at the Kim C. Hammond Justice Center for people challenging red-light camera citations in Palm Coast.
I don't understand the decisions that were made. The teacher had to pay the citation. The guy with a lawyer get's off. Both situations appear to be the same. Why did one get off scott-free and the other had to pay????
