If police can't name it, how can they confront it?

That's because the Police are running scared for their jobs.
Anything that can be perceived as wacist is generally taken very seriously by the higher ranks in the Police and action will nearly always be taken against any officer such perceived, even if taken out of context.

Working for the public sector, I can tell you that you are guilty until proven innocent, and even then you'll still be disciplined regardless.

They sure don't seem to mind naming it when it's time to make budgets for federal agencies...if you know what I mean.

Easy. For purposes of law enforcement, you don't have to tell the difference between Mexicans and PR's....They're all the same. And all muslims...white or not...should be considered suspects.
