Why can't Portland repave its rutted roads?

Why can't they? The out of touch leadership are busy accommodating the needs of the occupy movement and having inappropriate relations with staff / interns...keep posting on their pothole hotline and the Pdx city app!!!!

If the feds are borrowing money like there is no tomorrow and Portland would rather build bike paths as if there isn't going to be any oil anymore, what the hell?
