The freshest water available comes from the sky and the Philippines has plenty of rain, why are water tanks not used more often, this freshwater that flows down the drains is the best available and should be saved.

Firstly most filipinos don't think or know that rain water is clean.
They think it is dirty.
Even Crystal thinks that they collect it to use in the batteries because it is acid rain.Not because it is mostly free from contaminants LOL.
It is also very difficult to collect water from a nipa roof with no guttering which is what the majority of the houses are built from in the provinces.

I put up 4 55gal black barrels attached to my gutters and always have a nice warm shower, clean drinking water and warm water for the washing machine. All free from the sky.

My neighbors love it , but none seems interested in doing the same thing. They all have gutters, so im confused a little.?

You're talking about something thats almost impossable to keep the water in PI system drinkable.
Water pressure in the PI changes, without backflow preventers from meter to house can suck any bad water into system. For instance, some idiot leaving hose in bucket, commode tank without proper float valve, and nurmous things like leaks in pipe leting any ground water in.
Best thing is to have written down is boil or the amount of bleach to put in water written down.
( 1 Oz. bleach per 200 gallons ) Too much bleach can harm a person, so do it right.

Just leave the bottles out in the sun for at least 1 full day before you open them. It kills most of the bugs. Or a few drops of bleach you can hardly taste it.
Getting water from a pump down in the province is worse when you see all the pit toilets that are around it.
The have no idea about ground water contamination.
