According to the Democrats, Republican VP nominee Paul Ryan’s budget proposal would “…end Medicare as we know it.” I’ve got news for the Democrats.

Left as is, Medicare will end itself because of its burgeoning cost and Obamacare’s budget reductions. The Medicare actuaries publicly stated that, by 2020, the system will be bankrupt but will still need to spend upwards of $900 billion annually.

Yet the Democrats think that we seniors have become so blind and dependent as to not notice this fact.


Wrong.

Ryan has proposed no changes whatsoever for those 55 and older, and major changes, including premium support for those under 55.


The Democrats passed the so-called “Affordable Health Care” bill with not a single Republican vote, and the president signed the bill, without having read it, no doubt. According to the Congressional Budget Office, when passed in 2010, this bill would reduce Medicare by some $500 billion over 10 years, to pay for the extension of coverage to the uninsured. Last week, that estimate had grown to $740 billion and surely is still grossly underestimated. How is such a huge reduction supposed to protect the Medicare program and provide quality care to seniors and the disabled? It defies logic.

I believe that Americans have a stark choice in November. We can either toddle along, doing nothing as proposed by the Democrats, and see the end of Medicare as we know it in the next decade, or face this entitlement dilemma squarely by electing Mitt Romney and Paul Ryan.

For the last week, there has been charge and countercharge about the $716 billion dollars that Obamacare takes out of the Medicare Trust Fund. First came the Republicans reminding America that it was president Obama whose signature legislation takes three quarters of a trillion dollars away from Medicare. Then came the Obamacrats telling America that the Republicans want to force seniors into a voucher plan instead of Medicare. The GOP responded that in its plan every senior in the plan today and every person over 55 see no change at all. Even for those under 55, they will still have the choice to select the current Medicare plan in the future. Then the Obamacrats said that they were not cutting any benefits in Medicare; the reductions come from reducing the amount paid to providers (doctors and hospitals).

We now have the clear answer to this latest salvo from the Democrats. It is this: If Obamacare stands, then in 4 or 5 years, the amount paid for Medicare services to a senior will be less than the amount paid for similar services to someone on Medicaid. This is CRITICAL. For those who are unaware, Medicaid is the program to provide medical care for the poor. Many people in the program still cannot get timely medical care because so many doctors will not treat Medicaid patients; the payments to the doctors are just too low. There are cases all the time of folks on Medicaid who die because they cannot get timely treatment even though the government is paying for their care. Under the Obama plan, seniors will soon get less than these folks on Medicaid. In just a few years, there will be millions of seniors who will be unable to find doctors to treat them or even hospitals that will admit them.

The simple truth is that Obamacare will end Medicare as we know it. The advances in medical care for seniors that came with the enactment of Medicare will soon be a thing of the past. The truth is that seniors will probably have to go back to the prescription that Obama announced during the debate over Obamacare: sometimes, you just have to tell grandma to take the pain pill.

Fact-Checking the Obama Campaign's Defense of its $716 Billion Cut to Medicare

Five days ago, Democrats were cheering the selection of Paul Ryan as Mitt Romney’s choice for Vice President. Democrats thought that Ryan’s efforts at Medicare reform would terrify seniors (with Dems’ encouragement, of course), thereby handing the election to President Obama. Contrary to their expectations, however, it has been the Obama campaign that has been forced to defend its $716 billion in cuts to the Medicare program, cuts that Mitt Romney promises to repeal.

In the weeks ahead, those defenses won’t hold up. Here’s why.

Obamacare’s Medicare cuts are bluntly structured, in ways that will harm seniors’ access to care.

Of the $716 billion in cuts,$415 billion come in the form of “updates to fee-for-service payment rates,” a euphemism for reducing Medicare’s payments to doctors and hospitals. But what happens when you reduce payments to doctors? Doctors stop being willing to see Medicare patients. And if you can’t actually get a doctor’s appointment, what does it really matter what your insurance plan covers on paper?


This is called CREATING A CRISIS.


This is WHY Obama either over his head or simply a monster for killing off seniors.

Obama Kills Medicaid

We already see this happening in the Medicaid program, where sick and injured children can’t get appointments to deal with urgent medical conditions, because Medicaid so severely underpays doctors relative to private insurers. By the end of this decade, under Obamacare, Medicare reimbursement rates are set to fall below those of Medicaid.

Obama intentionally crashes the Health Care System and puts Hospitals out of Business


The Obama administration’s own Medicare actuary, Richard Foster, has explained that the Obamacare Medicare cuts could make unprofitable 15 percent of hospitals serving Medicare patients.

“It is doubtful that many [hospitals and other health care providers] will be able to improve their own productivity to the degree” necessary to accommodate the cuts, Foster has written.“Thus, providers for whom Medicare constitutes a substantial portion of their business could find it difficult to remain profitable, and, absent legislative intervention, might end their participation in the program (possibly jeopardizing care for beneficiaries.[Our] simulations…suggest that roughly 15 percent of [hospitalization] providers would become unprofitable within the 10-year projection as a result of the [spending cuts].”

Reality Bites against the POS Obama

Sarah Kliff cited a study yesterday that showed that every $1,000 that a hospital lost in Medicare reimbursements was associated with a 6-8 percent increase in mortality rates from heart attacks. John Goodman pointed out in the Wall Street Journal that Obamacare’s coverage expansion will not be accompanied by an increase in the supply of doctors, which will lead doctors to focus their time on the privately-insured patients who pay them the best.

APOTHEFACT CONCLUSION: Seniors’ benefits won’t change on paper. But they will change in reality, because fewer and fewer doctors will accept their insurance.

Obama Just LOST the Election!


Of the $716 billion in Medicare cuts, the next biggest chunk,$156 billion, is taken out of the market-oriented Medicare Advantage program, known to wonks as Medicare Part C. Nationwide, 24 percent of all seniors are enrolled in Medicare Advantage, though that percentage is meaningfully higher in important swing states like Florida (32 percent) and Ohio (34 percent).

So, how will Obamacare’s Medicare Advantage cuts affect seniors who are currently enrolled in MA plans?

Robert Book, published a 2010 paper on this subject, along with Jim Capretta. Robert and Jim found that “Medicare beneficiaries who would have enrolled in the Medicare Advantage program under prior law will lose an average of $3,714 in 2017 health care services.” You can see a state-by-state distribution of the effects on the map below.

Personally, I have no problem with eliminating the extra subsidy for Medicare Advantage plans. But that elimination should have been accompanied by regulatory changes, so that Medicare Advantage plans could compete on price with traditional government-run Medicare. That would have saved the government even more money, instead of forcing seniors out of the program.

APOTHEFACT CONCLUSION: Medicare Advantage offers seniors higher-quality care at a lower cost than government-run Medicare. Obamacare should have sought to save money by expanding the program, instead of undermining it.

A talking point that President Obama has repeated on the campaign trail is that the Romney Medicare plan would “shift costs to seniors.” This is plainly dishonest, and the President knows better.

APOTHEFACT CONCLUSION: President Obama is not being honest about the Romney Medicare reform plan. The Romney plan preserves Medicare’s benefits without exposing seniors to rising health-care prices.

It’s only been a few days since Mitt Romney picked Paul Ryan as his running mate. My strong impression is that a lot of Democrats weren’t even aware that Obamacare cut Medicare by $716 billion, which is why they’ve been caught off-guard by how the 2012 Medicare debate has evolved thus far.

The good news is that we’re having a substantive, policy-based debate about the program. The dream scenario is possible: that the 2012 election gives Medicare reformers a mandate to put the program on permanently stable footing.

One might even call it Romney's audacity of hope vs Obama's governance by a dope.

In his own words, sharp cuts to the payments that Medicare makes to providers will “jeopardize … our seniors’ health care.”

You can watch him explaining at length how reduced Medicare reimbursements will harm seniors in this address from 2010.

In that context he was referring to the threat of failing to extend the “Doc Fix” for another year, thereby triggering a 21% cut in payments that would cost approximately $280 billion to avoid over ten years. Obamacare’s $415 billion in cuts over ten years are deeper.

America’s government-run health care program for the poor. The program pays doctors a fraction of what private insurers pay, which leads doctors to stop seeing Medicaid patients. Medicaid patients’ lack of access to health care, in turn, leads to substandard health outcomes. This week, a new study published in the journal Health Affairs confirms what common sense should have already told us: when you pay doctors less, you get less access to health care.

The Health Affairs study was conducted by Sandra Decker, an economist at the National Center for Health Statistics, a unit of the Centers for Disease Control. Decker pulled data from the CDC’s 2011 National Ambulatory Medical Care Survey in order to calculate the percentage of physicians who accept new patients, based on patients’ insurance status. She found that primary care doctors were 73 percent more likely to reject Medicaid patients relative to the privately insured (34 percent rejection rate vs. 20 percent) and specialists were 63 percent more likely to reject Medicaid patients (28 to 17).

As you can see from the chart, Medicare patients have worse access to primary care physicians, because Medicare’s fees are also decreasing over time, but Medicare patients enjoy superior access to specialists, because specialists are best suited to taking advantage of Medicare’s fee-for-service reimbursement system.

Obama LIED: Cash is King


The best performing group, by far, were uninsured patients who pay for care out-of-pocket.

Doctors love being paid in cash, because they avoid the hassle of filling out insurance forms when they get paid that way. It’s for this reason that many uninsured Americans have better access to health care than people on Medicaid.

Decker’s results, which come from a survey of 4,326 physicians, are comparable to a 2008 survey of 4,700 doctors that found that physicians were six times as likely to reject new Medicaid patients relative to those who were privately insured. The differences between the numbers in the two studies have to do with survey methodology; the 2008 survey asked doctors if they accepted “all, most, some, or no” patients, whereas the 2011 survey simply asked a yes-or-no question.

Tables turned: Mitt Romney and Paul Ryan have started attacking President Obama for cutting Medicare in order to pay for Obamacare, and Democrats now fear the attack “could cost us the election,” according to a new email.

“This could cost us the election,” Democratic Congressional Campaign Committee (DCCC) political director Kelly Ward wrote today.“The Romney campaign is up with a new ad campaign trying to confuse voters into thinking that Republicans are the ones trying to protect Medicare. You and I know that Romney and Paul Ryan are dead set on slashing seniors’ Medicare benefits to pay for more millionaire tax breaks — but we have to get the facts out to voters immediately.”
