Judged: 5 3 3 The Democrats passed the so-called “Affordable Health Care” bill with not a single Republican vote, and the president signed the bill, without having read it, no doubt. According to the Congressional Budget Office, when passed in 2010, this bill would reduce Medicare by some $500 billion over 10 years, to pay for the extension of coverage to the uninsured. Last week, that estimate had grown to $740 billion and surely is still grossly underestimated. How is such a huge reduction supposed to protect the Medicare program and provide quality care to seniors and the disabled? It defies logic. I believe that Americans have a stark choice in November. We can either toddle along, doing nothing as proposed by the Democrats, and see the end of Medicare as we know it in the next decade, or face this entitlement dilemma squarely by electing Mitt Romney and Paul Ryan. |

Judged: 5 3 2 How Obamacare Kills Medicare Saturday, August 18, 2012 For the last week, there has been charge and countercharge about the $716 billion dollars that Obamacare takes out of the Medicare Trust Fund. First came the Republicans reminding America that it was president Obama whose signature legislation takes three quarters of a trillion dollars away from Medicare. Then came the Obamacrats telling America that the Republicans want to force seniors into a voucher plan instead of Medicare. The GOP responded that in its plan every senior in the plan today and every person over 55 see no change at all. Even for those under 55, they will still have the choice to select the current Medicare plan in the future. Then the Obamacrats said that they were not cutting any benefits in Medicare; the reductions come from reducing the amount paid to providers (doctors and hospitals). We now have the clear answer to this latest salvo from the Democrats. It is this: If Obamacare stands, then in 4 or 5 years, the amount paid for Medicare services to a senior will be less than the amount paid for similar services to someone on Medicaid. This is CRITICAL. For those who are unaware, Medicaid is the program to provide medical care for the poor. Many people in the program still cannot get timely medical care because so many doctors will not treat Medicaid patients; the payments to the doctors are just too low. There are cases all the time of folks on Medicaid who die because they cannot get timely treatment even though the government is paying for their care. Under the Obama plan, seniors will soon get less than these folks on Medicaid. In just a few years, there will be millions of seniors who will be unable to find doctors to treat them or even hospitals that will admit them. The simple truth is that Obamacare will end Medicare as we know it. The advances in medical care for seniors that came with the enactment of Medicare will soon be a thing of the past. Contrary to their expectations, however, it has been the Obama campaign that has been forced to defend its $716 billion in cuts to the Medicare program, cuts that Mitt Romney promises to repeal. In the weeks ahead, those defenses won’t hold up. Here’s why. Obamacare’s Medicare cuts are bluntly structured, in ways that will harm seniors’ access to care. Sarah Kliff cited a study yesterday that showed that every $1,000 that a hospital lost in Medicare reimbursements was associated with a 6-8 percent increase in mortality rates from heart attacks. John Goodman pointed out in the Wall Street Journal that Obamacare’s coverage expansion will not be accompanied by an increase in the supply of doctors, which will lead doctors to focus their time on the privately-insured patients who pay them the best. Robert and Jim found that “Medicare beneficiaries who would have enrolled in the Medicare Advantage program under prior law will lose an average of $3,714 in 2017 health care services.” You can see a state-by-state distribution of the effects on the map below. Personally, I have no problem with eliminating the extra subsidy for Medicare Advantage plans. But that elimination should have been accompanied by regulatory changes, so that Medicare Advantage plans could compete on price with traditional government-run Medicare. That would have saved the government even more money, instead of forcing seniors out of the program. APOTHEFACT CONCLUSION: Medicare Advantage offers seniors higher-quality care at a lower cost than government-run Medicare. In that context he was referring to the threat of failing to extend the “Doc Fix” for another year, thereby triggering a 21% cut in payments that would cost approximately $280 billion to avoid over ten years. The program pays doctors a fraction of what private insurers pay, which leads doctors to stop seeing Medicaid patients. Medicaid patients’ lack of access to health care, in turn, leads to substandard health outcomes. This week, a new study published in the journal Health Affairs confirms what common sense should have already told us: when you pay doctors less, you get less access to health care. The Health Affairs study was conducted by Sandra Decker, an economist at the National Center for Health Statistics, a unit of the Centers for Disease Control. Decker pulled data from the CDC’s 2011 National Ambulatory Medical Care Survey in order to calculate the percentage of physicians who accept new patients, based on patients’ insurance status. She found that primary care doctors were 73 percent more likely to reject Medicaid patients relative to the privately insured (34 percent rejection rate vs. 20 percent) and specialists were 63 percent more likely to reject Medicaid patients (28 to 17).
