President Carter signed Depository Institutions Deregulation and Monetary Control Act of 1980 which laid the ground work that is very relevant to today's financial crisis. It gave sweeping new powers to The Federal Reserve Board to regulate banks, or regulate banks as it deems fit.....or not regulate at all.

President Bill Clinton signed into law the Gramm–Leach–Bliley Act which are another root cause of the financial melt down in regards to this current recession.

Provisions that prohibit a bank holding company from owning other financial companies were repealed on November 12, 1999, by the Gramm–Leach–Bliley Act.
The repeal of the Glass-Steagall Act of 1933 effectively removed the separation that previously existed between Wall Street investment banks and depository banks and has been blamed for exacerbating the damage caused by the collapse of the subprime mortgage market that led to the Financial crisis of 2007–2010."

Bush actually called on Congress to look into Fanny Mae's and Freddy Mac's matter as part of his 2002 Budget, again in 2003. Barney Frank, in complete denial about that which was under his over-sight.

And just as a reminder, Obama hired Tim Geithner former FRB member and tax cheat to perpetuate this thievery. Nothing in Obama's cabinet or policies indicate that the rich WILL NOT get richer and the poor being better off.
And myself I can't really call Obama a, "war-monger". But he did and does still maintain Bush's policy of, "nation building" and in between the times of over all stagnation I've head Obama mention, "surge" and "major offensive". And we're still in Iraq and Afghanistan.
Oh, and just hot off the press. Just in case you had an idea that Obama was about restoring freedoms.....but then again why would you? He extended the Patriot Act....
