I remember reading, in regard to posters, that the Chinese have always believed that people would do the right thing when they know what it is. This is implicit in Confucius and others who urged the king to set a good example for everyone else who would, they thought, follow the lead of the king. It is not the Communist Party of China, therefore, who started this sort of campaign, but a recurrent theme in Chinese history.
