Workers Burned In Oakland Underground Explosion
Two construction workers were taken to a burn center in San Francisco after they struck an underground electrical line in Oakland Wednesday morning and caused an explosion, a fire lieutenant said.

First, the labor did not received an electrical shock. he suffered burns due to the explosion fire. In the trench there was just one shovel which seems to be the tool they where using. both employees where taken to the hospital.
