Let's see...It was a drug deal gone bad. The shooter was either a young Black or Hispanic male, approximately 18-30 years of age, unemployed, still living at home with momma, wearing a hoodie, with priors. There, can I have the $10K now ? The stimulus package ought to include money to hire teams of aggressive bounty hunters to regain control over places like Oakland, Richmond, and Solano County. The goal not being to neccessarily capture the criminals, but....I don't know.
