Minnesota lost their first NHL team from poor fan support and Winnipeg and Quebec City had strong fan support and still lost their teams, why the heck did the NHL choose Atlanta, Nashville, and of all places Minnesota?

Minnesota and Atlanta both lost NHL teams in the past,why didnt the NHL choose Winnipeg and Quebec City where they would've had guarenteed sold out games. Edmonton for example has 100% attendance and yet is smaller than Winnipeg, and Chicago and Atlanta both huge cities that are struggling in ticket sales along with that tiny town of Hickville, oops, I mean Nashville.

Colorado even lost their original NHL team. That team is now the NJ Devils.

The reason that Winnipeg had great attendance, but the owner wanted to sell and no one there wanted to buy.
