Did the residents that now live in subdivisions of phase 1 through 5 care about noise and dust when their "residential development" was being built? Now that their mini-vans and portable basketball hoops are getting dusty, they must stop building.

Does it take 5 years to clear land for a road and development? Don't think so. Something fishy here. Sounds like a mining operation to me.

The problem is that they have not started building. They were running a mining operation.

It was not the residents of the other phases of that development who were having problems, but the residents of an established neighborhood right behind there. The article wasn't very clear on that.
