I have to say, I'm pretty upset about it. Responsible, small business owners AND consumers are really the only people who will be punished by this. Not some trashy coffee shop selling jell-o shots.

Do your job Chambersburg officials and enforce the laws - don't create new ones so everyone suffers.

To play the devils advocate...

Not sure of the math they used here, but could it be said this proposal will basically allow every business a "liquor license" - as long as they can afford it?

i.e - it could lead to MORE drinking...?

But right now can't any restaurant already be BYOB? I'm sure there are some restrictions and increased insurance costs, but it's not regulated. Licensing it with heavy fees isn't going to mean more BYOB businesses....
