I certainly agree that there is a pecking order between the Old and New Testaments. Jesus said, "I bring you a New Covenant..." and so He did. Everything changed. As Paul said, "Jesus came to fulfill the Law."
If we take this observation of Paul at face value, then we begin to acknowledge that the Old Covenant and the Law of Moses was understood to have been appropriate for a time and a season. It had purpose. It had authority. So it was with the "Priest's Manual" that we now call the Book of Leviticus.
