As you can see by these statistics, Whites commit significantly less "hate crime" (58.6%) than their populace (78.1%) whereas blacks commit significantly higher (18.4% of all hate crimes though they make up only 13.1% of the population).
Now, keep in mind that oftentimes only Whites are charged with "hate crimes" because of popular opinion. Therefore we will follow the FBI statistics in addition to the US Department of Justice Statistics.
Crimes of violence- offenders:
Whites- 33.3%(population of 78.1%)
Blacks- 29.5%(population of 13.1%)
Mixed/biracial- 14.5%(population of 2.3%)
remember that for race not to be a factor, the population rate would equal the crime rate respectively.

There were 111,159 White victims by mixed/biracial multiple offenders.
In contrast, the rate for black/biracial victims by White multiple offenders are so low that by percentage, it rounds off to be 0%.(0.082%)
